Bringing a cat or dog into the country is not a paperwork problem so much as a scheduling problem. Most of the requirements are straightforward on their own. What catches people out is the order and the clock.
The UAE pet import permit is issued by the Ministry of Climate Change and Environment, must be obtained before your pet travels, and cannot be used once expired. Around it sit age limits, vaccination timing, a parasite treatment window and transport rules that all have to line up on the same date.
This guide covers what the permit requires, where sources genuinely disagree, and the sequence that keeps everything valid on arrival day.
The permit comes from MOCCAE and must be in place before the pet flies. Importing on an expired permit is not allowed, so timing is the whole game.
Sources disagree on how long the permit lasts. MOCCAE's own service page states 90 days from issuance, while many relocation guides and some foreign government pages say 30. Confirm the validity on your own permit when it is issued rather than planning around a number you read.
Age matters and depends on origin. MOCCAE sets a minimum of 12 weeks for pets from low-risk countries and not less than 15 weeks from high-risk countries, with rabies vaccination given no earlier than 12 weeks.
Parasite treatment is time-bound. Internal and external treatment must be given within the 14 days before shipment and recorded on the health certificate.
Pets travel as cargo under IATA conditions, shipped directly, and must not mix with other animals in transit. The microchip number has to match every document.
Who Issues the UAE Pet Import Permit
The Ministry of Climate Change and Environment, usually shortened to MOCCAE, handles it. Applications go through the ministry's digital services system, so you will need an account before you start.
The permit is granted before importation, and the animal is then examined at the port of entry before release. That second step is where documents are checked against the actual animal, and where mismatches surface.
MOCCAE's published service time is one working day for most pets, and five working days where the animal is a service, emotional support or medical dog. That is processing time, not the whole timeline.
Transit is a different permit
If your pet is passing through the UAE on the way somewhere else rather than staying, you need a transit permit instead, along with proof of rabies vaccination and the destination country's import approval.
Asking for the wrong one wastes days you may not have.
The Validity Question Nobody Agrees On
This is worth its own section because it is the single biggest source of confusion online.
MOCCAE's own service page states the import permit is valid for 90 days from the date of issuance. Many pet relocation guides, and at least one foreign government page covering travel to the UAE, state 30 days.
We are not going to pick one for you. What matters practically:
- Check the validity printed on your permit when it is issued, since that is the only version that governs your case
- Do not apply too early. If the shorter figure applies to you, an early application can expire before the flight
- Do not apply too late either, since processing and any corrections take time
- Confirm directly with MOCCAE if your travel date is tight
Treating the permit as the short-validity document is the safer assumption when planning.
What the Permit Requires
Microchip first
A permanent microchip is required, and the number recorded on the health certificate must match the chip actually implanted in the animal. Officials scan the animal on arrival and compare.
Implant the chip before the rabies vaccination. If the chip goes in afterward, the vaccination cannot be reliably tied to that animal, and many authorities treat it as invalid.

Age limits depend on where you are coming from
MOCCAE sets a minimum age of 12 weeks for animals imported from low-risk countries, and not less than 15 weeks from high-risk countries. Rabies vaccination should be given at no earlier than 12 weeks.
Country classification is MOCCAE's own and can be updated, so confirm how your country of origin is treated before building a timeline. High-risk origin generally means additional rabies antibody testing, which adds months rather than weeks.
Vaccination and testing
A current rabies vaccination is the core requirement, with validity according to the manufacturer's stated period. Additional vaccinations are typically expected for both species.
Pets from higher-risk origins normally need a rabies antibody titration test carried out at an approved laboratory, with the sample taken a set interval after vaccination and within a defined window before shipment. Thresholds and windows are stated differently across sources, so take these from MOCCAE and your exporting authority rather than a blog.
Parasite treatment within 14 days
Internal and external parasite treatment must be given during the 14 days before shipment, and it has to be recorded on the health certificate or the animal's records.
This one is easy to miss because it happens late, when everything else is already arranged. Put it in the calendar at the same time you book the flight.
Health certificate from the exporting country
An authorized health certificate issued by the competent veterinary authorities in the country of origin must accompany the animal, carrying the microchip number and confirming the health and treatment requirements.
How the Pet Travels
Cats and dogs are shipped according to IATA conditions for pet animal transport, which in practice means as cargo rather than in the cabin on most routes.
Two further conditions matter. The consignment should travel directly from the exporting country, and if it crosses another country in transit, it must not mix with other pet animals.
Crate requirements follow IATA rules on size, ventilation, secure fastening and the ability to clean and inspect the container. Airlines also apply their own rules, including seasonal embargoes, so confirm with the carrier before buying anything.
Travel crates and carriers are in the carrier range, though always check the airline's published dimensions first.
Buy it early enough for the animal to get used to it. A crate that already smells familiar makes a long cargo journey considerably easier at both ends.
The Order That Keeps Everything Valid
Work backwards from the arrival date rather than forwards from today.
- Confirm how your origin country is classified by MOCCAE, since that decides age minimums and whether antibody testing applies
- Microchip the animal if it is not already chipped, and check the number is readable
- Vaccinate against rabies after the chip, at no younger than 12 weeks
- Arrange the antibody test if required, then wait out the interval before travel
- Book the flight as manifested cargo with a carrier that accepts the route
- Apply for the import permit so it is valid on the arrival date
- Give parasite treatment within the 14 days before shipment and have it recorded
- Obtain the health certificate from the exporting country's veterinary authority
- Carry originals for inspection at the port of entry
A pre-travel vet check is worth doing early
Ear infections, skin problems and parasites are the sort of thing that surfaces at the worst moment. A full check before you start, rather than at the certificate stage, leaves time to treat anything found.

Where Imports Go Wrong
- Microchip implanted after vaccination, which can invalidate the vaccination
- Chip number mismatch between the animal and the paperwork
- Permit expired on arrival because it was applied for too early
- Animal too young for the origin country's minimum age
- Parasite treatment outside the 14-day window, or given but not recorded
- Assuming cabin travel, when most routes require manifested cargo
- Mixing with other animals in transit, which breaches the direct shipment condition
- Leaving the antibody test late, where the waiting period runs into months
On breed restrictions
Certain dog breeds are restricted from import. We are not publishing a list here, because the versions circulating online contradict each other and at least one includes breeds that are commonly and legally kept in the UAE.
If there is any doubt about your dog's breed, confirm directly with MOCCAE before you spend money on flights or testing. Getting this wrong is the one mistake that cannot be fixed at the airport.
After Your Pet Arrives
Clearing customs is not the end of the process.

Expect a subdued animal for several days. Cargo travel is tiring and disorienting, and cats in particular tend to hide rather than show distress. Keep the first days quiet, keep food familiar, and let the animal come to you.

The pre-shipment treatment covers the journey, not the year ahead. Prevention here runs year-round because there is no cold season to break the cycle.

Should You Use an Agent?
Reasonable either way.
Doing it yourself works when your origin country is low-risk, you have months of notice, and you are comfortable coordinating a vet, a cargo agent and two sets of authorities.
Using an agent makes more sense when antibody testing and a waiting period apply, when you are moving at short notice, or when several animals are involved.

The permit itself is the easy part. The difficulty is that six or seven separate clocks have to be valid on the same day: age, vaccination, antibody testing, parasite treatment, the health certificate and the permit.
Start from how MOCCAE classifies your origin country, because that decides whether this is a few weeks of admin or several months. Then work backwards from the arrival date and confirm the validity on your own permit rather than a figure from an article.
And plan for the arrival as well as the paperwork. A tired animal in an unfamiliar, much hotter country needs a quiet week more than it needs anything else.
