The phrase comes from the European Union scheme, where a booklet travels with the animal for life. Nothing equivalent is issued here. When people ask how to get a pet passport in the UAE, what they actually need is a veterinary health certificate for export, issued through the Ministry of Climate Change and Environment, plus whatever the destination country demands on its side.
That distinction matters because the paperwork is time-limited rather than permanent, so timing decides whether your pet flies. This guide covers what you need, the order it has to happen in, and where people run out of time.
There is no UAE pet passport. The core document is a MOCCAE export health certificate, and it is valid for 30 days from issuance, so it is one of the last steps rather than the first.
Microchip first, then rabies vaccination. If the chip is implanted after the vaccination, many destinations treat the vaccination as invalid, and you start again.
The destination sets the hardest rules. Some countries require a rabies antibody blood test with a waiting period afterward, counted from the blood draw rather than the vaccination. That can add months.
Work backwards from your flight date. Build the timeline from the destination's requirements, not from when you happen to start.
Every pet leaving the UAE needs the export certificate regardless of how it travels, and pets are generally shipped according to IATA conditions for live animal transport.
Why There Is No Pet Passport Here
The EU pet passport is a single booklet recording identification, rabies vaccination and treatments, reusable for years of travel within that system.
The UAE works differently. Each journey is documented separately, with a health certificate issued close to the travel date and valid for a limited window. There is no lifelong document to renew.
So if a service offers to get you a "UAE pet passport", what they are really offering is help assembling the export paperwork. That can be a legitimate service, but it is worth knowing what you are buying.
What you actually assemble
- A permanent microchip, with the number matching every document
- A current rabies vaccination, given after the chip was implanted
- Other vaccinations and parasite treatments as the destination requires
- A rabies antibody blood test, if the destination requires one
- A MOCCAE export health certificate, the central UAE document
- Destination paperwork, such as an import permit or the destination's own certificate
- An IATA-compliant travel crate
The Order Matters More Than the List
Almost every failed pet relocation comes down to sequence rather than missing documents. Here is the order the steps have to happen in.
Step 1: Microchip, before anything else
The chip must be implanted before the rabies vaccination. If it goes in afterward, many destination countries consider the vaccination invalid because it cannot be tied to an identified animal, and the clock restarts.
The chip number must then match every subsequent document. A mismatch between the chip in the animal and the number on the certificate is a common reason for refusal at the border.

Step 2: Rabies vaccination
Given after the microchip, by a licensed vet, and recorded with the chip number, date and vaccine details. Keep the certificate.
Booster timing matters. If a booster lapses even briefly, some countries treat the next dose as a first vaccination, which restarts any waiting period that follows.
Step 3: Rabies antibody test, if required
Several destinations, including much of Europe, require a blood sample tested for rabies antibodies at an approved laboratory, followed by a waiting period before entry.
Two things trip people up. The waiting period is normally counted from the date the blood was drawn, not the vaccination date. And the test has to come a set interval after vaccination to be valid.
This is the step that turns a few weeks of admin into several months, so check it before booking anything.
Step 4: Destination paperwork
Many countries require an import permit or their own health certificate template, and some have additional treatments with tight timing, such as a tapeworm treatment given within a narrow window before arrival.
Get the destination's current requirements from its own government source rather than a forum. They change.
Step 5: MOCCAE export health certificate
This is the UAE side, and it comes last because it is time-limited. The certificate is valid for 30 days from issuance, so it has to be timed against your flight rather than obtained early.
Applications go through the MOCCAE portal. Your pet is examined and the documents checked before the certificate is endorsed, so leave room for that appointment rather than assuming it is instant.
Step 6: Travel crate and booking
Cats and dogs are shipped according to IATA conditions for live animal transport. Crate requirements cover size, ventilation, secure fastenings and the ability to clean and inspect the container.
Airlines apply their own rules on top, including seasonal restrictions and breed limitations, so confirm directly with the carrier.
How to Get Pet Passport in UAE Paperwork on Time
Build the timeline backwards from your departure date.
- Confirm the destination's rules first. They set the longest lead time, especially if a blood test and waiting period apply
- Check the microchip is present, readable and matches your records
- Check rabies vaccination validity across the whole travel window, including the arrival date
- Book the blood test early if required, since the waiting period runs from the draw
- Apply for destination permits within their own validity windows
- Schedule the MOCCAE certificate so it falls inside its 30-day validity at the time of travel
- Buy and introduce the crate weeks ahead, not days
Crate practice is the part owners leave too late
A pet that meets its travel crate for the first time at the airport has a much harder journey than one that has been sleeping in it for weeks.
Introduce it early, feed meals inside it, leave the door open, and build up to longer periods with the door closed. Short rewarded sessions work better than one long one, and training treats make that easier. Options are in the dog treat range.
Buy the crate against the airline's published dimensions rather than a general size guide, since carriers differ and an undersized crate is refused at check-in.

Where People Get Caught Out
- Chip after vaccination. The most common and most expensive error, since it can restart the whole sequence
- Counting the waiting period from the wrong date, using the vaccination instead of the blood draw
- A lapsed booster, which can reset the process
- Getting the export certificate too early and having it expire before departure
- Name mismatches, where the person listed on documents is not the person on the air waybill
- Assuming cabin travel is available. Many routes require pets to travel as manifested cargo
- Leaving it to the last month when the destination requires a months-long waiting period
Bringing a Pet Into the UAE
The reverse direction has its own process. MOCCAE issues import permits, applied for before the animal travels, and the pet must be microchipped with the number matching its health certificate.
Pets passing through the UAE on the way elsewhere need a transit permit rather than an import permit.

Travelling With a Cat
The documentation is broadly the same for cats and dogs, including microchipping, rabies vaccination and the export certificate.
The difference is the animal. Cats find travel more stressful than most dogs, and they hide rather than protest, which makes distress easy to miss. Crate familiarity matters even more, and a carrier left open at home for weeks beforehand does a lot of work.

Using a service makes more sense when the destination has a blood test and waiting period, when you are moving at short notice, when you have several animals, or when a missed deadline would be expensive.
